iPad updated but no multitasking?

I'm not sure if I'm missing something obvious, but after installing the 4.2 upgrade my UI looks exactly the same. I have the game center and my mail app is updated, print is available on some apps, but multitasking and the ability to create folders seems to be missing. Am I missing a setting somewhere?

Mac OS X (10.6.5)

Push the Home button twice. A list of apps will show up along the bottom of the screen.

Click andnhold an app icon, and they will all start wiggling. Drag one icon onto another, and a folder will be created.
