If an iPod Touch, you should be prompted to transfer the backup for your iPod Touch to your iPad the first time you connect your iPad to iTunes on the computer used for syncing your iPod.
Assuming that the iPod is an iPod Touch - Restore the new iPad from a backup of the iPod and follow that with a sync with iTunes.
Connect the iPod to your computer and launch iTunes. Right click on the iPod name under devices and select transfer purchases. After that completes, right click on the iPad name again and select backup. Eject the iPod.
Connect the iPad to your computer and launch iTunes if it is not already running. If prompted to set up as new or restore from a backup - select the backup of the iPod. If not prompted, right click on the iPad name on the left under devices and select - restore from backup. Select the iPod backup in the pop up window. Let the process complete and then sync with iTunes.
