how can i get the apps on my phone also on my ipad

Did you buy these using iTunes on the computer or the phone? If the former, then in iTunes you need to check what apps you want to install on your iPad when the iPad is selected in iTunes. If the latter then you need to first sync the phone with iTunes and opt to transfer new purchases to iTunes.

Do you have those apps in the Apps part of your computer's iTunes library, and when syncing your iPad did you click 'install' next to them on its Apps tab ?

You should also be able to redownload them apps on your iPad (if they are compatible e.g. they don't require full-phone capability) via the Purchased tab in the App Store app on your iPad. If you want future apps that you download on your phone to also download on your iPad then turn on automatic downloads in Settings > iTunes & App Store on your iPad.

Whether the data within those apps will be kept in-line between your iPhone and iPad depends upon the apps and how/where their data is stored - if it's stored locally on the device then they won't be in-line

Keep in mind that some Apps are iPhone (or iPad) only, some are universal (same app works on both), and some are device specific ( a version for iPhone, and a different version for iPad). So not everything may be the same.
