Unable to restore or update iPad 2 iOS5.1.1, error displayed: "You do not have permission to access the requested resource"

Hi there, I am unable to update or restore my iPad2 from iOS5.1.1 to iOS7.1.2. I have updated my iTunes to version 11.3.1.2, using Microsoft Windows Vista, on the laptop Dell Inc. Inspiron 1545. It keeps giving the error "There was a problem downloading the software for the iPad. You do not have permission to access the requested resource". iTunes is an exception to the Windows Firewall, and I even disabled it, still unable to 😟 Any help to fix this would be great!

I have done the diagnostics test where it revealed "Secure link to iTunes failed", whereafter I checked to ensure that iTunes was allowed with the Windows Firewall. Even when I disabled it, it still didn't work. I restarted the device as well as my laptop, and even followed advice on another thread about a command prompt. Still no luck 😟
