When I charge my iPad and put my hand against the side of my iPad it feels like a vibration/static. But when I discharge the iPad charger I can't feel anything. Please help. Is it a power surge or something?

Hi,
I have the same issue on mine when it's plugged in and I rub my hand on the back of it.
It's most likely due to some current leakage. It's not dangerous and seems normal.
I would suggest you call AppleCare. That is not normal behavior for an iPad.
