Screen rotation unlocked (I read all suggestions and try it, and try to reboot and reset by home+lock buttons) — screen rotation still not work.
iPad (3rd gen) Wi-Fi + Cellular, iOS 5.1.1, new
1. Make sure the Side Switch is set to Lock Rotation

2. Now check the Side Switch to make sure it's in the unlock position

I tried to lock & unlock rotation by Side Switch — it does not help.
Upd: before updating to iOS 5.1.1 I did not have this problem. iOS was updated on device (not by using iTunes) and I can't restore previously version of iOS, because I do not have backup

Did you set Side Switch to Lock Rotation?

double click the home button, swipe to the left, and press the rotation symbol with a line through it

I had this exact same problem a few days ago.
all that needs to be done is to reboot your iPad.
-Hold down the home and sleep button until you see the apple logo sign.
after this, your rotation should work. if it doesn't, I am sorry I can't help

For the past few days I too have been having this problem. Initially I thought the rotation was on lock , but it was not and the screen orientation would change randomly. Till now the solution for me is turning the iPad off and then turning it on. It works but it is a pain in the ***. Apple do something. Disappointed with IOS 7
