error 39 when trying to update iPad will not turn on

I have an ipad 2 64. It had iOS 8.1. I tried to update to iOS 8.1.2 today. When I came back to my ipad it had a picture of an ipad cord pointing to a red circle with the word itunes in it. I have connected to itunes downloaded all updates then tried to restore my ipad I continually get error 39. I have tried this on 3 different windows cpus. I always get error 39. I am not even able to get my ipad to boot past the screen with the picture of cord and arrow. Thanks

iPad 2, iOS 8.1.2, 64

See this support document for error codes. Resolve iOS update and restore errors - Apple Support The 39 does not appear, but there is a 37 and 40, so I would believe it is close to that.

If you are having trouble updating, you need to check this support document for that. You may need to put the device into Recovery Mode.

If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support

It could also be the security software on the Windows PC. Another question, is the device jailbroken?
