Changing default font size for web browsing???!!!

I'm looking to purchase an iPad for an older relative. In general, it looks perfect for her except...there's no way to change the default font size when browsing the web! You're stuck with Safari's tiny font (and, no, continuously zooming in and out isn't what I'm looking for. Just want to increase the font and have it flow/wrap within the columns like browsers do on just about every other platform).

Can't find anything in Safari settings or accessibility settings. Not possible? Horrible limitation if so, especially for older folks.
Thank you.

This is not the most optimal solution...but it may work for you...

Download the Opera Mini app for free in iStore...then with the app open his settings and then it will allow for different font sizes...

Keep in mind that Opera Mini is currently an iPhone app that will double in size when the 2x is tapped, but it is not built for iPad so there may be some pixel distortion from that and the fact that Opera reduces images as a feature to load pages faster...
