For the third time, since starting iCloud, all my iPad 3 Notes have suddenly disappeared. Each time this has happened, my notes are there and then suddenly disappear. What is going on?

In Settings > iCloud have you accidentally turned Notes off?
Nope. I sign into iCloud on my computer to get to some of them repeatedly. Other notes seem to be forever gone.
I see. I don't sign into my computer to get my notes. I just access them on my devices.
When they disappear on my iPhone and iPad, the only place to find them seems to be by going to my MacBook and signing into my iCloud account. Although, I haven't found all my notes. If I turn iCloud note syncing off, all notes on iOs devices immediately vanish. Go figure.
Are your notes still on your device? If they are, backup to the cloud by going into Settings > iCLoud > Storage and Backup > Backup Now. Plug your iPad into the wall charger to do this.
Notes are not on any of my iOs devices (except for my old iPhone that is not connected to a wireless carrier, although I can use wifi to email). That's the problem. When I do "back up now" any new notes join the others in the vapor world. I have to go on my MacBook and sign into iCloud where I have found a few.
And notes are on in my iCloud settings.
Then connect your iPad to iTunes and via iTunes sync and Information Tab, sync your notes back to your iPad.
All my notes suddenly disappear on my iPad3 that uses iCloud.
