iTunes does not start when devices plugged in.

iTunes doesn't start when I plug iPad/iPhone in to my Macbook Pro. If I open iTunes it will sync. I have checked and the checkmark for start iTunes when this device is connected is checked. When I plug them into Macbook iPhoto starts, but iTunes does not.

The fact that iPhoto starts is the clue.

Open the program Image Capture on your MacBook Pro. It's in Applications > Utilities

Then look in the preferences for Image Capture. One of the presences will ask what to do when you connect a camera to your MacBook Pro. Select the choice Nothing. Then safe that preference.

Now try connecting your iPad and see if iTunes behaves as it should.
