I cant figure this out. On some pages, when i scroll through, it will sometimes scroll really fast over the same section(s) as if its trying to skip it on purpose. Anyone know the reason for this behavior?

Can you be more specific? Pages in Safari? What?

It depends on how fast you flick your finger. If you flick it hard, it will scroll fast and vice versa.

No, sometimes there's a super-fast scroll that happens as a result of a medium flick. If I consciously try to flick it fast, it goes at the expected rate. (I'm talking about a really fast, like 3-4 pages down in half a flick speed. Pretty sure that's what OP is referring to also)

Yup. Even a slow flick will cause it to go really fast over certain sections. It seems to se over video clips the most but i havent nailed it down. Seems random tbh

It happens on my iPhone too... I think it's a case of the screen picking up another fingerprint or something as a touch. It rarely happens to me; only shown up a few times so far, from the thousands of flicks.

Acting normally for me.

Try flicking to about the middle of the page normally. Then flick up and down like youre looking for something. Not slow but not too fast. Still happening to me even though i closed the page and opened it later.

Still seems to be acting normally.

I've figured it out (I think). The scrolling action accelerates the more you scroll while the page is moving. So for a long page, the first flick pushes down 1x, the next 1x, but by the fourth or fifth flick (might have to scroll up if you're reaching the bottom of the page, from what I saw it still continues to accelerate, even after switching direction), the page is zipping up/down. Good as a replacement for a scroll bar, I guess, for sites like GameFAQs.

It might also depend on where you catch the scroll, I.e. how far down/how far you wait before flicking again.
