When I receive a message on my iPhone via text or iMessage, will it also send a copy to my iPad? If so is there a way to disable this? I see it can be turned off under settings, is there a way to use the service with a different account on the iPad?

Settings > Messages > Sign out and sign in with different account, only messages sent to that Apple ID will be recieved.
Also check the "receive at" tab and make sure your old Apple ID email is not listed.
