How to restore a deleted file from the icloud

Yes you can restore from the backup of the phone as well. Remember that the backup must contain that file or restoring will do not good. In other words, if you backed up the device and then deleted the file - without syncing or backing up again, the file should still be in the backup.

If you deleted the file and then synced and or backed up after you deleted the file, the file is gone.
