So with the new JB coming soon I am finally updating to 5.1.1 and want to do so as in a restore.

I have a question though, I don't want to use restore from backup and want to use a clean slate, could I still use iCloud this way and it would restore everything? I'm talking about my pics, and bookmarks would those all get restored through iCloud after updating even though I don't use the "restore from backup" feature in iTunes?

After your jailbreak you would just sync your iPhone to your computer and select what you you want iTunes to send over to your phone. I this case you would select the photos you want and the pictures you want as well.

I know how to get stuff back on my iphone via itunes

I want to know if once restored to the latest firmware and connected to itunes if i dont use the "restore from last backup etc" would icloud still get me all my stuff back (if i set up as new and not from a backup)?

This. Sorry I read through it fast, should have taken more time to read this it. You would have 0 issues as iCloud will put everything pack on your device that you have selected "yes" to backing up.
