It isn't a Safari issue, the site you are trying to go to is not responding.

I tried all of my common sites and neither of them are opening up, which is why I believe it has to do with Safari. I just powered off my iPad (before this, closed out any open programs) and it is now working properly. Thanks for your comments!
if you downloaded VPN, like i did (n i dont know y) that was causing my browser to have issues. to correct this problem do the following:
General - VPN - Onavo - connect on demand "off ".
test your internet conection right after, mine worked.
Your answer worked for me. I didn't close anything first, but when I powered back up after maybe seven seconds, all of my tabs were still there, but up and running! The VPN setting had zero to do with addressing my iPad's server connection issue. Thanks a lot.
