Web History

Tap the icon at the top left of the screen that looks like an open book. In the bottom left of the pop up that appears, tap the clear button at the bottom right. Select how much history to delete and tap the appropriate button. To exit, tap the open book icon again.

What is first step to have the History Bar to show?

The History is just a folder in the Bookmarks tab. Tap <Back until you see History in the list, then tap History. That will get you to the same point as SciFan's second screenshot.
You can also go to Settings > Safari and Clear History and Website Data. However, this will clear all cookies and other web data as well as history, so you'll have to log back into sites that normally remember you.
