This website will show you what you can download again for free in your country.

As long as you use the same Apple ID, much purchased content can be downloaded again for free.

If any of the music is imported from CD's, you will need a third party app to move the music to the computer from the iPad. There is an app called TouchCopy that will let you transfer everything from your iPad back into iTunes.

You can also transfer purchases from the iPad to iTunes. Connect the iPad to the Mac, launch iTunes, right click on the iPad name and select Transfer Purchases.

Of course you can sync to your new Macbook. After you authorize it with your Apple ID in Store in iTunes, go into Edit tab > Preferences > Devices > Turn off automaitcally sync iPad, iPhone iPod when connected.

Now, attach your iPad to your Macbook and when it is recognized on the left side of the iTUnes screen, right click it once and choose Transfer purchases.

Then sync your iPad and you'll good to go for future syncs.

If the music that was on your iPad was purchased in iTunes, it will all be transfered to iTunes. If the music on your iPad was music you downloaded to iTunes by downloading your personal CD's it won't transfer to iTunes.

OK. Several things. First, you say that you are unable to sync. Why not? (What happens or fails to happen?)

As far as your old music is concerned, you want to be very careful. DON'T SYNC until you investigate a bit further. The music that you purchased from the iTunes Store is easy. Whenever you do sync, be sure to connect to the store with the same ID that you used previously. When you're connected to iTunes, a simple mouse click or two will save you. Select (highlight) the store on the pane on the left side. Then look to the right for "Quick Links > Purchased."

The music obtained elsewhere is another story. There are apps in the app store ($10 range, I think) that will recover those songs for you BUT YOU MUST DO IT BEFORE YOU SYNC BECAUSE A SYNC WILL ERASE THE MUSIC FROM THE iPAD. I can't recommend any specific app(s) because I've never had reason to use them.
