They are not stored. They must be remembered. If they were stored and people knew where they were stored, it would make it so simple for anyone to access your iPad if they "find" it.

If they are not stored then why do I get an option to save them?
Also for instance on The Netflix app it has to use username and pw for access.
I'm thinking you were looking for where you could find the stored passwords. They are saved, for sure, but if you are looking for what the passwords are, you won't find them. The reason you need to use a username and pw for an app like Netflix is to access your account, which you pay for. But, you still won't find a password list anywhere on your iPad. I write ALL my Usernames and Passwords in a notebook, which is stored in a safe location nowhere near my iPad for reference should I ever need my usernames and passwords.
Am I not understanding your question?
Just for clarification ..:). They are somewhere on the iPad however no one can access them,at least as far as we know at this point, correct?

That's correct. They are there, but no one can access them. In fact, when people forget things like their iPad Passcode, the only option is to restore the iPad as a new device. So, if you are concerned that your passwords are easily found, you can sleep sound tonight. They're quite safe and can't be found.
Go to Settings > Safari > Saved Passwords and you can see all the passwords saved to your browser
