Is it possible to hook up an modem such as the t-mobile rocket to the ipad?

No but you can use a mifi point. http://en.wikipedia.org/wiki/MiFi

Yep I currently use the virgin mobile mifi but I want the t-mobile usb stick.

I have one that I used with my virgin mobile USB stick before getting the MiFi. Worked great.
